Summary:
The research work has been developed in the following sequence, Chapter I, consists in writing the theoretical framework in which relevant content are contemplated; which aims to understand aspects related to job mediation, importance of administrative procedure in society. In Chapter II, on the Diagnosis. To conduct research, variables and indicators were determined; which served as the linchpin to structure the questions and consequently the implementation of the survey technique; to be executed and processed information could be identified that the reality of Canton Ibarra, lies in the ignorance of the procedure. In Chapter III, is the description of the research process developed, was provided with a practical handbook in the workplace that will serve workers and employers of the institutions of the public sector. Chapter IV is the development of the results, particularly as regards the operative proposal, once executed. The result of this activity, was truly encouraging. Chapter V, concerning the product development project impacts. In general, it can be mentioned that the social, legal and educational impacts yielded a positive result.
