This research was developed at the Clinical Surgical Center Day´s Hospital Efrén Jurado López, organization which presents as its main social reason, the diagnosis and treatment of different kind of diseases which affect its patients, also considering in this process the promotion, prevention and their rehabilitation. Likewise, the main objective was to design a proposal for administrative restructuring in order to improve the functioning of the investigated organization. According to the research methodology, this study corresponded with a mixed approach, descriptive and explanatory, applying the analytical - synthetic method and the survey for data collection. To fulfill this purpose, it was made a diagnosis based on the structure of the Center´s administrative area, which allowed the identification of certain shortcomings that negatively affect the efficient of the organization performance, related to a limited planning, labor loads that are not in line with the capacity level and training of human talent, lack of knowledge of workers about their work content, lack of definition of roles and responsibilities about jobs, among others. Finally, in order to eliminate the aforementioned problems, it was proposed to conceptualize the Center restructuring, through the definition of its strategic direction, formulating strategies related to the restructuring of the administrative area, designing a new functional strategic organizational chart, besides the process map elaboration and procedures that integrate the administrative area.
La presente investigación se desarrolla en el Centro Clínico Quirúrgico Hospital del Día Efrén Jurado López, organización que presenta como principal razón social el diagnóstico y tratamiento de las diversas enfermedades que afectan a sus pacientes, considerando también en este proceso la promoción, prevención y rehabilitación de los mismos. De esta manera, se definió como objetivo principal diseñar una propuesta de reestructuración administrativa para mejorar el funcionamiento de la organización objeto de estudio. En cuanto a la metodología de la investigación, el estudio correspondió con un enfoque mixto, de tipo descriptivo y explicativo, aplicándose el método analítico – sintético y la encuesta para la recopilación de datos. Para cumplir el objetivo antes mencionado, se realizó un diagnóstico de la estructura actual del área administrativa del Centro, el cual permitió la identificación de ciertas falencias que inciden negativamente en el desempeño eficiente de la organización, relacionados con una deficiente planificación, cargas laborales no acordes con el nivel de capacidad y capacitación del talento humano, desconocimiento de los trabajadores sobre sus funciones, indefinición de las responsabilidades de los puestos de trabajo, entre otras. Finalmente, para eliminar las problemáticas antes mencionadas, se propuso la conceptualización de la reestructuración empresarial del Centro, a través de la definición de su direccionamiento estratégico, formulación de estrategias referentes a la reestructuración del área administrativa, diseño de un nuevo organigrama estratégico funcional, así como la confección del mapa de proceso y procedimientos que integren el área administrativa. Se recomienda entonces Implementar la propuesta de solución para el Centro Clínico Quirúrgico Hospital del Día Dr. Efrén Jurado López, como parte del mejoramiento de la gestión empresarial y los servicios ofertados por dicha organización.
