In a changing world where new players emerge in international relations, social organizations play an important role, because of their incidence and advocacy in the areas of power dominated by States and their representatives. This event has been called, by some authors and by the government of Ecuador, as Citizen Diplomacy and the present investigation aims at the analysis of the emergence of this category as an identification of social movements as well as the impact of the proposals of social organizations on the policies and objectives of foreign policy of both States and International Organizations. To do this, a tour of the Ecuadorian reality is carried out in order to identify its real state and projection as well as the institutionalization or not of the social movements, in addition to reviewing the role that civil society has played in some international meetings such as the First Conference of the Women and the Seattle Conference of the WTO, and finally the inclusion of social groups in the integration organizations of UNASUR and ALBA.
En un mundo en continuo cambio, en el cual emergen nuevos actores en las relaciones internacionales, las organizaciones sociales desempeñan un papel importante, en razón de su irrupción e incidencia en las esferas de poder dominadas por los Estados y sus representantes. Este acontecimiento se ha denominado, por algunos autores y por el gobierno del Ecuador, como diplomacia ciudadana y el presente trabajo tiene como objetivo el análisis de la emergencia de esta categoría como una identificación de los movimientos sociales así como la incidencia de las propuestas de las organizaciones sociales en las políticas y objetivos de política exterior tanto de los Estados como de los Organismos Internacionales. Para ello, se realiza un recorrido por la realidad ecuatoriana buscando identificar su real estado y proyección así como la institucionalización o no de los movimientos sociales, además se revisa el papel que ha jugado la sociedad civil en algunos encuentros internacionales como la Primera Conferencia de la Mujer y la Conferencia de Seattle de la OMC, y finalmente la inclusión de grupos sociales en los organismos de integración de la Unasur y ALBA.
