Description

This study analyzed the cost / benefit of the textile sector caused by the safeguard during the period 2015-2017. Based on this interest, a bibliographic review was carried out to construct a conceptual framework on the subject based on the criteria of classic and contemporary authors, as well as the dispositions of international and regional organizations. The research was qualitative and quantitative because it was interesting to detail the impact of the safeguard and the dynamics of the textile sector. The scope of the work made it possible to conclude that the measure had a positive impact by reducing imports and promoting the prominence of domestic products in the domestic market; however, the trade balance remained unbalanced during the period of study, as exports did not increase textiles and clothing in the country. The surcharges on raw materials and capital goods made the production process more expensive, but this does not stop the technical development of the industry.
Este estudio analizó el costo/beneficio del sector textil causado por la salvaguardia durante el período 2015-2017. En función de ese interés se realizó una revisión bibliográfica para construir un marco conceptual sobre el tema a partir de los criterios de autores clásicos y contemporáneos, además de las disposiciones de organizaciones internacionales y regionales. La investigación fue de tipo cualitativa y cuantitativa porque interesó detallar el impacto de la salvaguardia y la dinámica del sector textil. El alcance del trabajo permitió concluir que la medida impactó de forma positiva al reducir las importaciones y promover el protagonismo de los productos nacionales en el mercado interno, no obstante, la balanza comercial siguió desequilibrada durante el período de estudio, pues no se incrementaron las exportaciones de textiles y confecciones en el país. Las sobretasas a las materias primas y bienes de capital encarecieron el proceso productivo afectando a los productores y a los consumidores. El saldo total de la aplicación de esta medida es negativo, por tanto, los costos superaron los beneficios.
