A través del presente artículo se pretende analizar los alcances de la política pública en el Ecuador para la implementación de mecanismos que promuevan la Responsabilidad Social en las asociaciones de la Economía Popular y Solidaria (EPS). Por ello primero se analiza la responsabilidad social (RS) a nivel mundial y luego los avances en Ecuador, tomando como punto de partida la Constitución de la Republica, los objetivos del Plan Nacional del Buen Vivir 2013 - 2017, la Ley Orgánica de Economía Popular y Solidaria (LOEPS), resoluciones emitidas por las entidades de regulación y control. Finalmente se plantea un modelo de Balance Social para el sector asociativo, el cual a través de los indicadores social, ambiental y económico permite evaluar las acciones de Responsabilidad Social Empresarial generadas a nivel interno y externo por estas organizaciones.
In this article, we analyze the benefits of the public policy in Ecuador in order to implement methods that can promote the social responsibility in the associations of popular and solidary economy (EPS). First we analyze the world social responsibility (RS) and the advancements in Ecuador, taking in consideration the Constitution, the objectives of the National Plan for a Good Living 2013 - 2017, the Laws of Popular and Solidary Economy, and the resolutions from the institutions of control and regulation. We also propose a model of social balance for the associations and its sectors which will allow to evaluate them through the social, environmental, and economic indicators, the actions of Corporate Social Responsibility internally and externally by these organizations.
