There are different studies and arguments about decentralisation. Most of the work on decentralisation has been conducted on policymaking and not policy outcomes. This work explains some of the bargaining processes required for the implementation of a transportation project in Quito. In the early 1990s, Quito had an unorganised informal urban public transportation system, and changes were necessary in order to support the rapid growth of the city.
