In the field of international cooperation, new actors, paradigms and cooperation modalities have appeared in the last decades. As stated by Neissan Alessandro Besharati on his paper Common Goals and Differential Commitments, The Role of Emerging Economies in Global Development, ?the global community is now reassessing the roles, responsibilities and accountability of the various stakeholders involved in international development processes?1. Great efforts have been made by countries in order to achieve the Millennium Development Goals (MDGs), but the development process continues with ?new actors, more specific indicator-based targets, and different development models?2. The MDGs and the commitment of the countries to achieve them by 2015, ?created a sense of urgency towards the problems of the South?3. In fact, in order to define a new sustainable development agenda, complementary cooperation mechanisms are required in order to promote poverty and inequality reduction, and improve the living conditions of the population in the developing world.
