Política neoliberal en América Latina e inversión en asociaciones público-privadas para infraestructura (Tema Central)

This research aims to understand the differences in the application of public-private partnerships (PPP) for investment in infrastructure in 16 Latin American countries during the last seventeen years. For this end, a variable called “social memory of neoliberalism” is applied to determine the impact of neoliberalism in the creation of public-private partnerships in the region. Three indicators were used to measure the memory of neoliberalism and infrastructure: public opinion on privatization, level of privatization during neoliberalism, and the position of the current government toward neoliberalism. After processing the data obtained, descriptive statistics was used to compare the three indicators with the level of public-private partnerships in each country. The results demonstrate that the social memory of neoliberalism influences the countries in different ways for the generation of PPPs. Additionally, they show that in some countries neoliberal social memory has a direct impact on public-private investment for infrastructure.
La investigación pretende entender las diferencias en la aplicación de asociaciones público-privadas (APP) para inversión en infraestructura en 16 países de América Latina durante los últimos diecisiete años. Para esto, la variable “memoria social neoliberal” determinará el impacto en la generación de asociaciones público-privadas en la región. Para medir la memoria social del neoliberalismo y la infraestructura se usaron tres indicadores: opinión pública sobre privatización, nivel de privatización durante el neoliberalismo, y posición del gobierno actual frente al neoliberalismo. Después de cuantificar estos datos, el trabajo utiliza la estadística descriptiva para comparar los tres indicadores con el nivel de alianzas público-privadas en cada país. Entre los resultados se evidencia que la memoria social neoliberal afecta de distinta manera a los países de la región para la generación de APP. Además, se demuestra que en algunos países la memoria social neoliberal afecta directamente a la inversión público-privada en infraestructura.
