Evaluación de la ejecución presupuestaria del plan operativo anual del Gobierno Autónomo Descentralizado Parroquial Cumbe, de los periodos 2014 - 2015.

La investigación realizada ha permitido conocer la ejecución presupuestaria del Gobierno Autónomo Descentralizado Parroquial de Cumbe en los años 2014 y 2015 y ha permitido levantar, datos importantes que ayudaran a mejorar la Administración de la Parroquia. Para el efecto se analizó el Plan Operativo Anual y el Presupuesto Anual, aprobado por la junta parroquial, este análisis se basó en la aplicación de indicadores de gestión, los cuales permitieron medir, evaluar y comparar de manera cuantitativa y cualitativa las diferentes variables asociadas a las metas planteadas en cuanto a Objetivos; Ingresos y Gastos efectuados por el Gobierno Parroquial. Como resultado se obtuvo la ejecución de la Obra Pública por parte del Gobierno Autónomo Descentralizado Parroquial de Cumbe, en el 2014 tuvo un Índice de Eficiencia de Ejecución de Obras del 79%, quedando obras pendientes como las de transporte, vías, obras de mantenimiento y reparaciones; en el 2015 el índice baja a 61% 'dejando obras de Embellecimiento y la Reparaciones pendientes debido a la falta de fondos.
The research made it possible to know the budget execution, of the "Autonomous Decentralized Parish Government of Cumbe", in the years 2014 and 2015 and it has allowed raising important data that will help to improve the Administration of the Parish. For this purpose, the Annual Operating Plan and an Annual Budget approved by the parish board were analyzed. This analysis was based on the application of management indicators, which are adequate to measure, evaluate and compare in a quantitative and qualitative way the different variables associated with the goals set in terms of Objectives; Income and Expenses by the Parish Government. As a final result it was obtained that the execution of the Public Works by the GAD of Cumbe, in 2014 the Efficiency Index for Works execution is 79%, leaving pending works such as transport, roads, maintenance works and repairs; In 2015 the index drops to 61% leaving works of Embellishment and Reparations pending due to the lack of funds that were not provided by the National Government.
