El trabajo de Investigación se fundamentó en el levantamiento de información in situ, con la finalidad de establecer el Levantamiento, Diseño y Caracterización de procesos para el Gobierno Autónomo Descentralizado Intercultural y Plurinacional del Municipio de Cayambe, al Proceso Alcaldía; el principal resultado de nuestro estudio abordó la elaboración, entrega y validación del documento de los procesos de la alcaldía. Para lo cual se desarrolló un marco teórico enfocándose en los antecedentes de Cayambe , características, clima, actividades económicas, población, y también como base importante el marco legal del Gobierno Autónomo Descentralizado Intercultural y Plurinacional del Municipio de Cayambe, la metodología utilizada fue de investigación mixta siendo estas exploratoria y descriptiva ,obteniendo la información a través de entrevistas , observación directa y finalmente registrando en una hoja de levantamiento de información; como resultado de la aplicación de esta propuesta se obtuvo un documento que funciona como mecanismo de inducción y orientación para el personal, facilitando su incorporación y realización de los procedimientos asignados que permitan una adecuada coordinación ,mejor servicio a los ciudadanos. Esta caracterización de procesos tendrá que actualizarse en la medida que se presenten cambios en su contenido, o en la estructura orgánica, base legal, funciones, o algún otro que incida en la operación del mismo.
The research work was based on the collection of information in situ, with the purpose of establishing the Survey, Design and Characterization of processes for the Gobierno Autónomo Descentralizado Intercultural y Plurinacional del Municipio de Cayambe, to the Mayor Process; the main result of our study approached the elaboration, delivery and validation of the document of the processes of the mayor's office. For that, a theoretical framework was developed focusing on the antecedents of Cayambe, characteristics, climate, economic activities, population, and also as important base the legal framework of the Gobierno Autónomo Descentralizado Intercultural y Plurinacional del Municipio de Cayambe, the methodology used was of mixed research being these exploratory and descriptive, obtaining the information through interviews, direct observation and finally registering in an information gathering sheet; as a result of the application of this proposal, a document was obtained that functions as a mechanism for induction and guidance for staff, facilitating their incorporation and implementation of assigned procedures that allow adequate coordination, better service to citizens. This characterization of processes will have to be updated to the extent that changes occur in their content, or in the organic structure, legal basis, functions, or any other that affects the operation of the same.
