El presente trabajo de investigación sobre la Planificación de los recursos provenientes de autogestión para la utilización en proyectos de Vinculación con la Comunidad: caso Universidad Central del Ecuador, se procedió a realizar un cuadro comparativo de los proyectos presentados por cada una de las Facultades a la Unidad de Vinculación con la Sociedad de los años 2016, 2017, se realizó gráficos estadísticos, para determinar el cumplimiento de ejecución presupuestaria según la asignación entregada por resolución de la comisión económica y aprobado por el Honorable Consejo Universitario. En la metodología se utilizó la investigación descriptiva en base a encuestas realizadas a las Unidades de Vinculación con la Sociedad y Departamentos Financieros de cada una de las Facultades. Los resultados obtenidos muestran que se desconoce cómo realizar una planificación de los recursos de autogestión para cumplir con el porcentaje de cumplimiento de ejecución presupuestaria. Es importante realizar un instructivo de planificación en base a los proyectos y presupuestos, se diseñó un instructivo mediante el cual se debe tener una base de datos estadísticos para conocer que Facultades han presentado y ejecutado de mejor manera los proyectos y presupuestos, es por eso que se aplica el marco lógico enfocado a proyectos, planificación y presupuesto, mediante el árbol de problemas obteniendo el fin, propósito, componentes y actividades Con este diseño de planificación permitirá que los recursos económicos obtenidos de autogestión puedan ejecutarse y cumplir con sus objetivos para que sea un parámetro importante al momento de la evaluación y entrega de información que se realiza a la Vinculación con la Comunidad como son las instituciones del CESS y el CEAACES
The present work of investigation about the planning of the resources resulting from self-management for the use in projects of linking with the community: Universidad Central del Ecuador, proceeded to make a comparative picture with the projects presented by each one of the Faculties to the Unit of Linking with the Company for the years 2016, 2017, statistical graphs were made, to determine the execution of the budget execution according to the assignment delivered by resolution of the economic commission and approved by the Honorable University Council. In the methodology, descriptive research was used on the basis of surveys conducted with the Units of Linking with the Company and Financial Departments of each one of the Faculties. The results obtained show that it is not known how to carry out a planning of selfmanagement resources in order to comply with the percentage of compliance with budget execution. It is important to carry out a planning instruction based on the projects and budgets, an instruction was designed through which a statistical database must be kept in order to know which faculties have presented and executed the best projects and budgets, that is why applies the logical framework focused on projects, planning and budget, through the problem tree obtaining the goal, purpose, components and activities. With this planning design will allow the economic resources obtained from self-management can be executed and meet their objectives to be an important parameter at the time of the evaluation and delivery of information that is made to the linking with the community such as the institutions of the CESS and the CEAACES
