El presente trabajo de investigación fue realizado con el objetivo de demostrar los resultados del análisis de la cartera y su proceso de recuperación aplicado a los Impuestos Tributarios del Gobierno Autónomo Descentralizado Municipal de Quito. Se realizó el análisis respectivo y se determinó que el problema principal de la institución radica en que no se están aplicando adecuadamente los procesos de recaudación; a esto, suma la falta de cultura de tributaria por parte de los contribuyentes dando como resultado un incremento de la cartera. Con base a los resultados de la investigación en el capítulo cuarto se expresan varios puntos de vista de la autora con relación a las debilidades y se propone la construcción de manuales de procedimientos para el Proceso de Cobranzas y de Coactivas y la eficiencia operativa en base a estrategias.
The present research work was carried out with the objective of demonstrating the results of the portfolio analysis and its collection process applied to the property and economic activity taxes of the Gobierno Autónomo Descentralizado Municipal de Quito. The respective analysis was carried out and it was determined that the main problem of the institution is the collection processes, that are not being properly applied; besides the lack of tax culture of the taxpayers, resulting in an increase in the portfolio. Based on the results of the research in the fourth chapter, several points of view of the author are expressed in relation to the weaknesses; and the proposal for Collection and Coercive Processes procedure manuals and the operational efficiency based on strategies.
