El presente artículo académico tiene como finalidad analizar la inserción de los Gobiernos Autónomos Descentralizados Regionales, como nuevo nivel seccional dentro del campo de la organización territorial del Ecuador, que según nuestra Constitución de la República vigente, deberán formarse en los posteriores años, para lo cual se realizará un preámbulo investigativo acerca del Estado, con la finalidad de entender su origen y como ha ido evolucionando constitucionalmente a través de los años, con el objetivo de tener bases para centrarnos en los Gobiernos Regionales en el Ecuador, su proceso de conformación, facultades, competencias exclusivas y atribuciones que la Constitución y la ley les han otorgado, para finalmente examinar si es viable la adopción de los mismos y las posibles consecuencias que acarrearía esta normativa constitucional que por enmienda en el año 2015 quedo suspendida.
The present academic article aims to analyze the insertion of decentralized regional governments as a new standard in the territorial organization model of Ecuador. According to our currently constitution, the regional governments must be built in the subsequently years. An investigative preamble about the state will be made in order to understand its origin and how it has been constitutionally evolving through the years. Then, this article is going to focus in the Regional Governments in Ecuador, their building process, their faculties, the exclusive competences they have, and plenty attributions that constitution and the law have given to them. Finally, this article will examine whether the adoption of the governments is feasible or not, and the possible consequences that would be carried with the execution of this constitutional policy which was suspended in 2015 due to an amendment.
