Durante décadas, el sistema penitenciario ecuatoriano ha sido cómplice de auténticos crímenes de lesa humanidad al punto de relegar la supuesta rehabilitación social que contempla entre sus fines, a simple letra muerta, agravando la ya insostenible crisis carcelaria. Establecimientos de especialización criminal en donde poco o nada importa la integridad del PPL; disputas entre bandas que terminan en genuinas masacres; y, altos índices de reincidencia; son la prueba más fehaciente de la urgente necesidad de un programa que pretenda acabar con una de las tantas aristas de esta crisis y ofrezca soluciones prácticas que se materialicen dentro y fuera de los centros de detención. En este trabajo, a más de analizar la realidad del sistema de rehabilitación social ecuatoriano, estudiaremos a quienes forman parte sustancial de dicho régimen: los PPL; profundizando en el origen de su conducta delictiva para así, elaborar un programa enfocado en su recuperación y consecuente reinserción social. Un tratamiento personalizado que pretenda redimir a la persona detrás del delincuente y demuestre que es posible hacer frente a un problema social del que todos conocemos, pero poco o nada se ha hecho para resolverlo.
For decades, the Ecuadorian prison system has been complicit in authentic crimes against humanity to the point of relegating the supposed social rehabilitation that it contemplates among its purposes, to a simple dead letter, aggravating the already unsustainable prison crisis. Establishments of criminal specialization where the integrity of the PDL matters little or nothing; disputes between gangs that end in genuine massacres; and, high rates of recidivism; they are the most reliable proof of the urgent need for a program that aims to put an end to one of the many edges of this crisis and offers practical solutions that materialize inside and outside detention centers. In this paper, in addition to analyzing the reality of the Ecuadorian social rehabilitation system, we will study those who are a substantial part of this regime: the PDL; deepening the origin of their criminal behavior in order to develop a program focused on their recovery and consequent social reintegration. A personalized treatment that aims to redeem the person behind the offender and demonstrates that it is possible to deal with a social problem that we all know, but little or nothing has been done to solve it.
