A study was made of the axis, the Av. 10 de Agosto (between the Av. Brocemp and the area of the Labrador), in the city of Quito, in which a document (“Propuesta de Ordenamiento Territorial”) was submitted regarding ordinances and zoning for urban development. Considering the grand opportunity that exists with the implementation of important projects like the Bicentennial Park (“El Parque Bicentanario”) and the new Quito transportation system (“Sistema de Transporte Metro Quito”), this would serve as rehabilitation for the area and would unite the city from east to west, which is one of the principal problems that the area is facing. The rehabilitation of this axis way is important, and according to new population projections from the “Normativa de Urbanismo y Arquitectura de Quito”, there is a lack of educational buildings in the area (such as the proposed “la Escuela Taller”). These buildings are of high importance in the city due to the value they bring to society. This proposal asserts that large quality spaces appropriate for the teaching of traditional crafts are the artistic base of culture in Quito. In addition to all of the contemporary buildings, which the city is in need of, the population is also interested in this type of renovation. That is why “la Escuela Taller” has adapted to the needs of the present without leaving its original purpose. Neighborhoods. In addition, it has been determined that this architectural model meets the educational demands for the training of the working force, especially the youth.
Se ha realizado el estudio del eje de la Avenida 10 de Agosto (entre la Av. Briceño y el sector del Labrador), en la ciudad de Quito; en el que en primera instancia se plantea a una Propuesta de Ordenamiento Territorial (POT); el cual determina que se debe realizar un intervención urbano - arquitectónica para rehabilitación de la vía y la conexión de la ciudad en el sentido Este-Oeste que es uno de los principales problemas del sector actualmente. Tomando en cuenta la gran oportunidad que existe con la implementación de proyectos tan importantes como el Parque Bicentenario y el nuevo Sistema de Transporte Metro Quito. Para la rehabilitación de este importante eje vial y considerando la nueva población propuesta, según la Normativa de Urbanismo y Arquitectura de Quito hay una falta de ciertos equipamientos educativos, Este proyecto contará con espacios públicos de calidad, que se relacionarán con los espacios del peatón del boulevard y de esta manera se relacionará de forma directa el hipocentro de la ciudad con los barrios occidentales. Se ha determinado que sea un referente de diseño arquitectónico, cumpliendo las demandas de enseñanza para l laboral de personas, especialmente jóvenes.
