This study aimed to present the proposal for a pilot internal communication plan for the General Command of the National Police of Ecuador, which emerged in 1832 when Congress enacted the Municipal Councils of the Capitals of the Department develop Police Regulations that govern each of them. Which mission is to support, guide and protect the physical and psychological integrity of police members, with proper management of resources and the gift of leadership for the achievement of corporate objectives. In the first chapter with the presentation part of everything related to the general Police Headquarters, channels of communication and departmental organizational charts as well as joint Home Office functions as watchdog. Chapter two describes the theoretical part, starting with the communication and their theories as well as corporate communication, working environment and their schools which sustained for performing project. In the remaining chapters following important information for the decision of the investigative side, where through different techniques came to the effective implementation of internal communication plan for the General Police Headquarters aimed at strengthening the organizational climate in the institution was collected by through strategic Matrices, evaluation, schedule and budget that will target the implementation of this Plan Rules, which will strengthen internal ties in the institution.
El presente trabajo tuvo como objetivo presentar la propuesta de un plan piloto de comunicación interna, para la Comandancia General de Policía Nacional del Ecuador, que surge en el año de 1832 cuando el Congreso decretó que los Consejos Municipales, de las Capitales de Departamento elaboren el Reglamento de Policía que regiría en cada uno de ellos. La cual tiene como misión respaldar, guiar y salvaguardar la integridad física, psicológica de los miembros policiales, con una correcta administración de los recursos y el don de liderazgo para la consecución de los objetivos institucionales. En el primer capítulo se parte con la presentación de todo lo referente a la Comandancia General de Policía, sus canales de comunicación y los organigramas departamentales así como también funciones conjuntas con Ministerio del Interior como ente de control. En el capítulo dos se describe la parte teórica, empezando por la comunicación y sus teorías así como la comunicación corporativa, el clima laboral y sus escuelas lo cual sustentaron para la realización de proyecto. En los siguientes capítulos restantes se recopiló información importante para la resolución de la parte investigativa, donde por medio de diferentes técnicas se llegó a la efectiva realización del Plan de comunicación interna para la Comandancia General de Policía orientado a fortalecer el clima organizacional en la Institución por medio de Matrices: estratégica, evaluación, cronograma y el presupuesto que dará como meta final el presente Plan Interno, que fortalecerá los lazos internos en la Institución.
