Description

Ecuador is a megadiverse country in ecosystems and cultures that coexist in the same area, this relationship should mean the adequate use of the resources and its future preservation. For these reasons the Administration System of Protected Areas of Ecuador requires a political and institutional restructuring in the Protected Areas of Ecuador that guarantees its financial, social and environmental sustainability. In order to implement the sustainable use of natural resources and impulse its self-management of the Natural Patrimony, it is necessary to legalize a process of delegation of state tasks to the private sector to prevent the arbitrary issuing of administrative acts. Therefore, it is proposed to use the concession as a judicial form that allows the implementation of social and economic projects and transform the Protected Areas in zones both conservation and production.
El Ecuador es un país megadiverso tanto a nivel de ecosistemas como de culturas que conviven en un mismo espacio, esta relación debería suponer el uso adecuado de los recursos y su futura conservación. Por estas consideraciones el Sistema de Administración de Áreas Protegidas del Ecuador requiere una reestructuración política e institucional que asegure su sostenibilidad financiera, social y ambiental. Con el fin de implementar el uso sustentable de los recursos naturales e impulsar la autogestión del Patrimonio Nacional, es necesario legalizar un proceso de delegación de funciones estatales al sector privado que evite la arbitraria expedición de actos administrativos. Por lo tanto, se propone utilizar la concesión como figura jurídica que permita la ejecución de proyectos de desarrollo social y económico y convierta a las Áreas Protegidas en zonas tanto de conservación como producción.
