Description

The Caluma Canton Fire Department was created on September 4, 1980 with Ministerial Agreement No. 1313, regulated under the Fire Protection Law signed at the Ministry of Social Welfare at that time, now known as the Ministry of Inclusion Economic and Social. The staff of the Caluma Canton Fire Department is divided into administrative personnel (4) and operational personnel (7) belong to the public sector and are governed by laws, regulations, and public sector regulations. The control of the activities that develop the same that have not been applied in a proper way generating deficiencies in the Administrative - Financial management. These conditions added to our interest in carrying out the research and contributing with a proposal of solution to help the efficiency of the institution is necessary and indispensable to design a proposal related to the Control of the Financial Administrative Process. The investigative work contains the structure of the project, which includes the investigative background and the process developed in the compilation of information, processing and analysis and interpretation of the results of the surveys of the personnel of the Fire Department (11), which are indicated by tables Statistics, and graphs as columns. And finally the report of the research project contains the proposal regarding the Control of Financial Administrative Processes based on the COSO report that is perfectly adapted to the institution. The Internal Control system contains the Internal Control Rules to be carried out in the financial administrative processes of the Fire Department detailed in the components of the Committee of Sponsoring Organizations of the Standards Commission (COSO).
El Cuerpo de Bomberos del Cantón Caluma perteneciente a la provincia Bolívar fue creado el 4 de septiembre de 1980 con Acuerdo Ministerial No 1313 normada bajo la Ley de Defensa Contra Incendios suscrito en el Ministerio de Bienestar Social en ese entonces, hoy conocido como Ministerio de Inclusión Económica y Social. El personal del Cuerpo de Bomberos del Cantón Caluma está dividido en personal administrativa (4) y personal operativo (7) pertenece al sector público por lo que se encuentra regida por leyes, normas, reglamentos del sector público, a las cuales deben de acogerse para el control de las actividades que desarrollan los mismos que no han sido aplicados de manera de adecuada generando deficiencias en la gestión Administrativa – Financiera. Estos condicionantes sumados al de nuestro interés de realizar la investigación y aportar con una propuesta de solución para ayudar a la eficiencia de la institución es necesario e indispensable diseñar una propuesta referida al Control del Proceso Administrativo Financiero. El trabajo investigativo contiene la estructura del proyecto en el cual constan los antecedentes investigativos y el proceso desarrollado en la recopilación de la información, procesamiento y análisis e interpretación de resultados de las encuestas al personal del Cuerpo de Bomberos (11) que son indicados mediante cuadros estadísticos, y gráficos como columnas. Y finalmente el informe del proyecto de investigación contiene la propuesta referida al Control de los Procesos Administrativos Financieros basado en el informe COSO que se adapta perfectamente a la institución. El sistema de Control Interno contiene las Normas de Control Interno que se debe realizar en los procesos administrativos financieros del Cuerpo de Bomberos detallado en los componentes del Comité de Organizaciones Patrocinadoras de la Comisión de normas (COSO).
