The information on political and administrative management in the area of Disaster Risk Reduction at the local level presents a difficulty in the territories. That is why, through a qualitative-quantitative study that was designed for the indicators and indices that allowed to establish the degree of fulfillment of the activities of the Plenary and the Technical Working Groups - MTT within the structure of the Committee of Operations in Emergencies - COE for the canton Mejía. To do this, it identified the structure and activities that were evaluated through indicators and scales or parameters (significant achievement, important achievement, degree of commitment, partial progress and zero achievement), which allowed determining the compliance rate of each activity of who presides the Plenary and the Coordinators of the MTT, to finally obtain the global index of fulfillment of the whole structure of the cantonal COE; in this case, it has an index of 80.6 that represents a high level of compliance as a general average; this means that the Mejía canton is working on the reduction of risks within its jurisdiction; but it does not mean that they are exempt from suffering adverse events, but on the contrary, with the necessary tools to provide an effective response to the territories in the event that an adverse event arises. La poca información sobre la gestión política y administrativa en el área de la Reducción de Riesgos de Desastres a nivel local, presenta una dificultad en los territorios. Es por ello que, a través de un estudio cuali-cuantitativo se diseñó indicadores e índices que permitieron establecer el grado de cumplimiento de las actividades de la Plenaria y las Mesas Técnicas de Trabajo – MTT dentro de la estructura del Comité de Operaciones en Emergencias - COE para el cantón Mejía. Para ello, se identificó la estructura y las actividades que fueron evaluadas a través de indicadores y escalas o parámetros (logro significativo, logro importante, algún grado de compromiso, avance parcial y logro nulo), lo que permitió determinar el índice de cumplimiento de cada actividad de quien preside la Plenaria y los Coordinadores de las MTT, para finalmente obtener el índice promedio global de cumplimiento de toda la estructura del COE cantonal; en este caso, se ha determinado un índice de 80,6 que representa un alto nivel de cumplimiento como promedio general; esto quiere decir que el cantón Mejía, se encuentra trabajando en lo concerniente a la reducción de riesgos de desastres dentro de su jurisdicción; pero no significa que están exentos a sufrir eventos adversos, sino al contrario cuentan con las herramientas suficientes para brindar una respuesta efectiva a los territorios en caso de suscitarse un evento adverso.
