In this research paper the contributions of cultural management as a new method of bilateral integration, cooperation and conflict resolution are highlighted. It takes into account the case of Ecuador and Peru as two countries with a historical conflicting background and similar cultural and historical features in order to promote this new method. In the second and third section of this paper, the historical developments of the conflict and the reasons for it are discussed from the theories of international relations and the construction of national identity. The fourth section analyzes and evaluates the efforts that have been taken in order to build peace. In the fifth and sixth section of this research paper, is detailed how cultural management has been taken into account in the agendas of many international organizations and between some countries as a strategy of integration, cooperation and diplomacy. Then, it analyzes and gives a Cultural Management strategy to be applied at bilaterally level, and its possible outcomes. Beyond showing a contribution to the development of peace and cooperation at bilateral and regional level, this paper aims to stimulate the strengthening and enhancement of public cultural institutions and industries in the region. As it is described, this research will examine the potential diplomatic role of public cultural institutions in bilateral relations among Ecuador and Peru.
En este trabajo de investigación se resaltan las contribuciones de la Gestión Cultural como un nuevo método de integración bilateral, cooperación y resolución de conflictos. Se toma en cuenta el caso de Ecuador y Perú como dos países con antecedentes conflictivos históri-cos y características culturales e históricas similares para poder fomentar este nuevo méto-do. En la segunda y tercera sección del trabajo, se analiza el desarrollo histórico del con-flicto y las razones del mismo desde las teorías de las relaciones internacionales y la cons-trucción de la identidad nacional. En la cuarta sección, se analizan y evalúan los esfuerzos para la construcción de paz e integración entre ambos países. En la quinta y sexta sección del trabajo, se detalla cómo la Gestión Cultural ha sido tomada en cuenta dentro de las agendas de diferentes organizaciones internacionales y entre algunos países como estrategia de integración, cooperación y diplomacia. A continuación, se analiza y entrega una estrategia de Gestión Cultural para ser aplicada a nivel bilateral, y sus posibles resultados. Aparte de mostrar un aporte para el desarrollo de la paz y cooperación a nivel bilateral y regional, este trabajo pretende estimular el fortalecimiento y potenciación de las institucio-nes e industrias culturales públicas en la región. En base a lo descrito, esta investigación examinará el papel diplomático potencial de las instituciones culturales públicas en las relaciones bilaterales entre Ecuador y Perú.
