The design of the Health and Security Action System has been made under the guidelines of “Modelo Ecuador” made to fit the activities in an open pit; this model is flexible and perfectly suitable to the mining industry. Mining exploitation represents a number of problems and risks that need to be handled on time and in an efficient way in order to avoid additional problems that will make a normal performance in the mine difficult; furthermore, in an open pit there is low scale works performed without care and security norms. “Modelo Ecuador” includes the main areas participating in the mining activity and committed to the establishment and performance of the Health and Security action System, such as the administrative action, technical, human talent and operating procedures. In an open pit there are 17 identified activities, distributed in 4 main processes, for which there is to be determined risk facts such as chemical, physical, biological, ergonomically, psychological and social. The conclusion in that the physic-mechanical risk is the most frequent and has a higher rate out of allowed and important risks.
El diseño del Sistema de Gestión de Seguridad y Salud ha sido realizado bajo las directrices del Modelo Ecuador aplicado a las actividades de una mina a cielo abierto, modelo que es flexible y perfectamente aplicable a la industria minera. En el Modelo Ecuador se abarcan las principales áreas que intervienen en la actividad minera y que están comprometidas en la implantación y el desempeño del Sistema de Gestión de Seguridad y Salud, tales como la gestión administrativa, técnica, del talento humano y procedimientos operativos. La explotación minera conlleva una serie de problemas y riesgos los que se deben manejar integral y técnicamente de manera oportuna y eficiente para controlar adicionales dificultades que alteren el desenvolvimiento normal de las actividades en la mina; se debe tomar en cuenta que en la explotación a cielo abierto también se realizan trabajos a baja escala sin ningún tipo de cuidado o normas de seguridad.
