The research paper entitled "Analysis of the Liquefied Petroleum Gas subvention for domestic use in Ecuador and proposal for a possible focalization" aims to determine the actual cost to the state resulting from the application of the subsidy on gas, identifying the sectors being largely benefited under the current scheme of subsidy and the impact of that in the fiscal, economic, political, and social ambits. The study begins by assuming that the current implementation of the gas subsidy is inefficient in Ecuador and generates divergences that are affecting the state, then by identifying the objectives and efficient features that make a subvention efficient, and through the quantification of the numbers of consumption, production and imports, and determining the costs incurred, the figures translate into the values subsidized by the state in recent years. Also it is detailed the collection of information on the distribution of the subsidy by poverty quintiles and the illegal deviation of the subsidy under which are outlined some scenarios that would allow the State to obtain multimillion savings and a efficient distribution of the subvention.
El trabajo de investigación denominado “Análisis del subsidio al gas de uso doméstico en el Ecuador y propuesta para una posible focalización” es el estudio que tiene por objetivo determinar el costo real para el estado resultante de la aplicación del subsidio al gas de uso doméstico, identificando los sectores que están siendo mayormente beneficiados bajo el esquema actual del subsidio y el impacto del mismo en los ámbitos fiscal, económico, político, y social. El estudio inicia bajo la hipótesis de que actualmente la aplicación del subsidio al gas es ineficiente en el Ecuador y genera distorsiones que perjudican al estado, posteriormente, mediante la identificación de los objetivos y características que hacen eficiente a un subsidio, y a través de la cuantificación de las cifras de consumo, producción e importación, y determinación de los costos en que se incurren, se traducen en las cifras subsidiadas por el Estado en los últimos años. Adicionalmente se encuentra detallada la recopilación de información sobre la distribución del subsidio por quintiles de pobreza y desvíos del subsidio sobre los cuales se esquematizaron escenarios que permitirían al Estado obtener millonarios ahorros y una distribución eficiente del subsidio.
