Refugiados en el Ecuador la intervención estatal en la ejecución proyectos del ACNUR en el Ecuador y Uganda

Refugees were comparatively studied in Ecuador and Uganda seeing their living conditions. In Ecuador, their living conditions are considered low and the Ecuadorian government only attend the 65,61% of the total. Whereas in Uganda is a full coverage of the total refugees and they enjoy better and more benefits recognized by the law. According to various articles about coordination theory, while more cooperation among states and non-state actors, better results with the affected target group. Thus, the prisoner dilemma came out as a dynamic between both parts of the game, finding two possible solutions, the first presented by Nash and the other by Grimm. The coordination theory and its involvement with the prisoner‟s dilemma fitted perfectly with the relationship with both cases UNHCR and Ecuador; and UNHCR and Uganda. There was a wider vision about the payoffs in relation with the cooperation between the actors of the international system. In conclusion, if a state is open to cooperation and facilitates actions of non-state actors, will obtain better results; those results affect directly to human beings, in this case to refugees.
Se estudió comparativamente a los refugiados en Ecuador y Uganda viendo sus condiciones de vida. En Ecuador, la condición de vida de los refugiados es bastante baja y tan solo atiende al 65,61% del total de refugiados. Mientras en Uganda hay una cobertura total de los refugiados y disfrutan de mejores y mayores beneficios reconocidos en la ley estatal. Se revisaron varios artículos que presentaban la teoría de coordinación, donde se aseguraba que a mayor cooperación, mejores resultados con el grupo afectado. Se insertó la dinámica del Dilema del Prisionero y diferentes soluciones como las planteadas por Grimm o Nash. La teoría de la cooperación y su relación con el dilema del prisionero se aplican a los casos tanto del ACNUR con Ecuador como con Uganda. Esto dio una visión más amplia, donde se identifican pérdidas y ganancias como resultado de la cooperación entre los actores del sistema internacional. En conclusión un estado que está abierto a la cooperación y facilita las acciones, obtiene mejores resultados; esos resultados afectan directamente a vidas de seres humanos, en este caso a los refugiados.
