With the arrival of 2015, United Nations prepares for the elaboration of the new Post-2015 Development Agenda that will guide global development for the next 15 years. Within this framework, this thesis analyzes how the relationship of a global agenda with a cosmopolitan discourse may hinder its acceptance and implementation in the local context of UN member countries. The concepts of cosmopolitanism and communitarianism are built based on different authors to then determine how these schools of thought are present in the discourses that have shaped the negotiations of what exist until now of the new agenda which is still in process of elaboration. Cosmopolitan thought is mainly present in official UN documents while the communitarian response is evident in reservations made by some States claiming cultural and religious incompatibility with certain universal principles of the agenda. The implications that this rejection represents for the applicability of the agenda are discussed at the end of this paper.
Con la llegada del 2015 Naciones Unidas se prepara para la elaboración de la nueva Agenda de Desarrollo Post-2015 que guiará de desarrollo global por los siguientes 15 años. Dentro de este marco, esta tesina analizahasta qué punto la relación de una agenda global con el discurso cosmopolita puede llegar a obstaculizar su aceptación e implementación en el contexto local de países miembros de Naciones Unidas. Los conceptos de cosmopolitismo y comunitarismo son construidos en base a diferentes autores para posteriormente determinar cómo estas corrientes de pensamiento están presentes en los discursos que han moldeado las negociaciones de lo que existe hasta ahora de la nueva agenda. El pensamiento cosmopolita está principalmente presente en documentos oficiales de ONU mientras que la respuesta comunitaria se hace evidente en reservas presentadas por algunos Estados alegando incompatibilidad cultural y religiosa con ciertos principios universalistas de la agenda. Las implicaciones que este rechazo representa para la aplicabilidad de la agenda son discutidas al concluir el trabajo.
