El Gobierno Autónomo Descentralizado Municipal de Pelileo es una institución que realiza su actividad en la prestación de bienes y servicios públicos para satisfacer las necesidades; garantizando los derechos de la población que se encuentra establecida en un espacio geográfico determinado. Es por esta razón que la presente investigación se ha enfocado en realizar un estudio profundo de los problemas que se suscitan en el GAD Municipal de San Pedro de Pelileo la metodología que se utilizara para esta investigación es la encuesta, la misma que se aplicara a todo el personal de la institución. Los datos obtenidos en la investigación de campo revelan que es importante realizar un Manual de Organización donde describe una de las herramientas con que cuentan las organizaciones, para facilitar el desarrollo de sus funciones administrativas con el propósito de presentar en forma consolidada, ordenada, permanente y actualizada la información acerca de las atribuciones, funciones, responsabilidades e interrelaciones de cada unidad operativa. Por lo tanto es importante diseñar un manual de organización que ayude instruir a los miembros que conforman el GAD Municipal de San Pedro de Pelileo, sobre la información de una área o unidad administrativa y las descripción de puestos de trabajo, procurando minimizar el desconocimiento de las obligaciones de cada uno, la duplicación o control de las funciones, lentitud y complicaciones innecesarias en las tramitaciones, mala o deficiente atención a los clientes, desconocimiento de los procesos administrativos entre otros.
The GAD Municipal de San Pedro de Pelileo is an institution that carries on business in the provision of public goods and services to meet the needs; guaranteeing the rights of the population that is established in a specific geographical area. It is for this reason that this research has focused on an in-depth study of the problems that arise in the GAD Municipal de San Pedro de Pelileo the methodology used for this research is the survey, the same should apply to all the staff of the institution. The data obtained in the field research show that it is important to conduct a manual describing Organization of the tools available to organizations to facilitate the development of their administrative functions in order to present a consolidated, organized, permanent and updated information on the powers, functions, responsibilities and relationships of each operating unit. Therefore it is important to design an organizational manual to help educate members that make up the GAD Municipal de San Pedro de Pelileo, on information from one area or administrative unit and description of jobs, trying to minimize the lack of obligations of each duplication or control functions, slow and unnecessary complications in the procedures, bad or poor customer service, lack of administrative procedures and others.
