La presente investigación revela una problemática que se repite dentro del sector cooperativo especialmente los segmentos del 3 al 5 porque tienen menor rango de control, sin embargo con la implementación de un órgano de control más especializado se han emitido regulaciones que promueven una ejecución de procesos más organizada; sin embargo los rezagos de la falta de control han generado limitantes internas reflejados en vulnerabilidad operativa tales como fallas en el sistema, o carencias dentro del mismo que para poder agilizar procesos tenga que estarse adaptando y retrasando el proceso de atención, se han tomado como referencia a otras entidades de fuera de nuestro país que han adaptado hace mucho tiempo, lo que ha mantenido a las acciones operando de manera errónea. This research reveals a problem that is repeated within the cooperative sector especially the segments of 3 to 5 because they have less control range, however with the implementation of an organ of more specialized control regulations have been issued that promote implementation process more organized; however the remnants of the lack of control have generated reflected internal limitations in operational vulnerability such as system failures or shortcomings within the same that in order to streamline processes have to be adapting and delaying the process of care, have been taken as reference to other entities outside our country that have adapted long ago, which has kept the shares operate incorrectly. It has been shown through a qualitative analysis - quantitative defined by the quality of data obtained in the field research that the entity has operational vulnerability in different but does not have a quota system to mitigate the level of risk.
