La mejora de la función de investigación en las universidades y su papel social va acompañado estrechamente al perfeccionamiento de su gestión, por lo que la incorporación de nuevas herramientas de gestión es una necesidad para liderar ese proceso. Entre los aspectos que deben tener análisis científico y modelación en esa acción de gestión están las determinantes de la producción científica. Y entre estas determinantes se reconocen las institucionales, culturales, financieros, profesionales, entre las principales. Ninguna concepción sobre la ciencia, la tecnología y la innovación, aborda con tanta profundidad el estudio sobre el impacto de estas determinantes en el avance de la función de investigación universitaria como lo hacen los Estudios Sociales de la Ciencia y la Tecnología. Este trabajo responde al mencionado enfoque interdisciplinario y se refiere en particular a la explicación sobre la importancia e incidencia de las determinantes de tipo cultural en el desarrollo de la investigación y producción científica universitaria. Como elemento adicional se presentan algunas ideas sobre cómo se vienen atendiendo las mismas en la política y gestión de la función de investigación en la Universidad Regional Autónoma de Los Andes (UNIANDES, Ecuador).
The improvement of the research function in universities and their social role is closely accompanied by the improvement of their management, so the incorporation of new management tools is a necessity to lead this process. Among the aspects that must have scientific analysis and modeling in this management action are the determinants of scientific production. And among these determinants we recognize the institutional, cultural, financial, professional, among the main. The conception of science, technology, and innovation, tan explain on impact of these determinants on the advancement of the university research function is the Social Studies of Science and Technology. This article responds to the aforementioned interdisciplinary approach and refers in particular to the explanation of the importance and incidence of cultural determinants in the development of university scientific research and production. And it is present some ideas about how the culture factor are being managed in the policy and management of the research function at the Universidad Autónoma de Los Andes (UNIANDES, Ecuador).
