Evaluación del programa de alimentación escolar en Ecuador

This work aims to evaluate the effects of the “Programa de Alimentación Escolar” (PAE) in Ecuador over the nonattendance to school of the beneficiaries. There is also an analysis of the relation between the investment on the program and the number of beneficiaries between the years of 2000 and 2013. The nonattendance analysis is done through Instrumental Variables models to avoid the selection bias. Additionally Tobit models are used to avoid the censored variables bias. The main results show positive but nonsignificant effects of the participation in the program over the school attendance on the general model and on rural area and Coastal region models. The effects are negative and nonsignificant in urban area and Andes region models. It is concluded that objectives of the program should be reviewed and praised. It is also suggested to improve data recompilation over the subject.
El presente trabajo pretende evaluar los efectos del Programa de Alimentación Escolar en Ecuador (PAE) sobre la inasistencia a clases de los beneficiarios. También se analiza la cantidad de inversión en relación al número de beneficiarios del programa entre los años 2000 y 2013. El análisis sobre la inasistencia se hace mediante modelos de Variable Instrumental para evitar el sesgo de selección. Adicionalmente se usan modelos Tobit para evitar el sesgo de variables censuradas. Los principales resultados muestran efectos positivos pero no significativos de la participación del programa sobre la asistencia en el modelo general y en los modelos del área rural y la región costa. Los efectos son negativos y no significativos en los modelos del área urbana y de la región sierra. Se concluye que se debe revisar y plantear mejores objetivos. Finalmente, se sugiere mejorar la recopilación de información al respecto.
