Around the whole world the need for geographical and exchange, organized and documented information, it is imperative for business planning and decision making. In developing countries the issue of sharing information is very important to avoid duplication of efforts and waste of resources. At present, the development of geographic information technologies, increasing the availability of Internet access, and reducing cost of computer equipment are factors that provide technological support for the exchange of information. However, hardware and software are not the only components to fulfill this purpose, it is necessary to work hard on organizational issues that largely depends on the availability of data sharing. Also scattered throughout the world there are several initiatives to exchange geographic information by applying the concept of Spatial Data Infrastructure, IDE, where there are nodes that are organizations generating geographic information, which publish and share information with each other through the Internet. Each of these initiatives have developed their own methodologies and have gone their own ways with mixed results. This paper aims to establish a methodology to implement the nodes that make up an IDE. To achieve this, has been considered the experiences and good practices recommended in work in this topic worldwide. Because Ecuador the country in which this work is based, the legal framework that supports the development of systems for publishing and sharing of geographic information was also analyzed. Reference was the reasons for the emergence of the IDE, objectives and requirements, to define the basic architecture model of a SDI node, and based on this model the roadmap for the implementation of an SDI node was established. Finally, it is important to remember that the whole task of publishing and sharing of geographic and related information, must have executive support to have the technological, financial and human talent necessary resources to achieve this goal
Alrededor del todo el mundo la necesidad de disponer e intercambiar información geográfica, organizada y documentada, es un imperativo para asuntos de planificación y toma de decisiones. En los países en vías de desarrollo el tema de intercambiar información es muy importante para evitar la duplicidad de esfuerzos y el desperdicio de recursos. En la actualidad, el desarrollo de las tecnologías de información geográfica, el incremento de la disponibilidad de acceso a la Internet, y la reducción de costos de los equipos de cómputo, son factores que brindan el soporte tecnológico para el intercambio de información. Sin embargo, hardware y software no son los únicos componentes para cumplir con este fin, es necesario trabajar fuerte en los temas organizativos de los que depende mayormente la disponibilidad de compartir los datos. Asimismo, diseminados por el mundo existen varias iniciativas para intercambiar información geográfica, mediante la aplicación del concepto de Infraestructura de Datos Espaciales, IDE, en donde existen nodos, que son las organizaciones generadoras de información geográfica, las cuales publican y comparten entre sí la información a través del Internet. Cada una de estas iniciativas ha desarrollado sus propias metodologías y han recorrido sus propios caminos con resultados mixtos. El presente trabajo pretende establecer una metodología para implementar los nodos que componen una IDE. Para esto, se ha tomado como referencia las experiencias y buenas prácticas de otros trabajos realizados en este tema a nivel mundial. Por ser Ecuador el país en el que se asienta este trabajo, también se analizó el marco legal que sustenta el desarrollo de sistemas para la publicación y el intercambio de información geográfica. Se tomó como referencia las razones para el surgimiento de las IDE, sus objetivos y requerimientos, para definir el modelo de Arquitectura básica de un nodo IDE; y en base a este modelo se estableció la hoja de ruta para la implementación de un nodo IDE. Finalmente, es importante recordar que toda tarea de publicación e intercambio de información geográfica y relacionada, debe contar con el apoyo ejecutivo para contar con los recursos tecnológicos, financieros y de talento humano, necesarios para alcanzar este objetivo.
